Get Lobster-Ready Before Mini Season
Florida spiny lobster trips are fun, but the rules are strict. You need the right saltwater license, the lobster permit, a measuring gauge, legal-size lobster, correct bag limits and an open harvest area.
This guide turns the official FWC rules into a practical trip plan for mini season and regular season: what to buy, when to go, how to measure, where not to harvest, and what mistakes can cost you.
Fast answer: unless an official exemption applies, recreational spiny lobster harvest in Florida requires a recreational saltwater fishing license plus a spiny lobster permit. The annual lobster permit is $5, and the five-year lobster permit is $25 for Florida residents only.
For 2026, FWC lists the two-day sport season as July 29–30, 2026. The regular season opens August 6 and runs through March 31. Lobsters must have a carapace larger than 3 inches, measured in the water, and you must possess and use a measuring device.

Use this quick tool before checkout. It helps you decide whether you likely need the lobster permit, a saltwater license, and extra caution for Monroe County, Biscayne National Park, Keys shoreline areas or no-take waters.
2026 Florida Lobster Rule Snapshot
This is the plain-English version most people need before reading every detail. A permit alone is never enough; season, size, area, gear and possession rules all matter.
Permit
Saltwater license plus spiny lobster permit when license is required.
Mini season
July 29–30, 2026, the last consecutive Wednesday and Thursday of July.
Size
Carapace must be greater than 3 inches, measured in the water.
Closed areas
Parks, sanctuaries, no-take zones and local closures still apply.
Who Needs a Florida Spiny Lobster Permit?
The short answer is simple: when a recreational saltwater fishing license is required, the spiny lobster permit is also required to take, attempt to take or possess spiny lobster for recreational purposes.
The permit is not a “nice extra.” It is the product that authorizes lobster harvest or possession along with a valid saltwater fishing license. Buying only a saltwater license can still leave your lobster trip incomplete.
You actively harvest
Diving, snorkeling, bully netting, grabbing, netting or attempting to take lobster points to the lobster permit requirement unless an official exemption applies.
You need saltwater privileges
Most adult recreational harvesters need a Florida saltwater fishing license before adding the lobster permit.
You only watch
Do not touch gear, bags, nets or lobster if you are not properly licensed or exempt. Bag limits are for active harvesters only.
2026 Florida Spiny Lobster Mini Season Rules
FWC calls the two-day event the spiny lobster sport season. For 2026, it runs July 29–30, 2026, the last consecutive Wednesday and Thursday of July. Residents and nonresidents can participate if they have the required license, permit and legal harvest area.
| Mini season item | 2026 rule | Practical meaning |
|---|---|---|
| Dates | July 29–30, 2026 | Plan lodging, ramps, gauges, fuel and safety gear early. Mini season is crowded, especially in the Keys. |
| Monroe County and Biscayne National Park bag limit | 6 per person per day | The Keys/Biscayne limit is stricter than the rest of Florida during sport season. |
| Rest of Florida bag limit | 12 per person per day | Only for areas outside Monroe County and Biscayne National Park during sport season. |
| On-water possession | Equal to the daily bag limit | You cannot stack extra lobster on the boat during the day. |
| Off-water possession | Daily bag limit on July 29; double daily bag limit on July 30 | This matters at hotels, docks, coolers, vehicles and rentals after the water day. |
| Night diving in Monroe County | Prohibited during sport season | Diving means swimming at or below the surface. Do not plan a night dive in Monroe during mini season. |
| John Pennekamp Coral Reef State Park | Closed to lobster harvest during sport season | Do not assume every famous Keys reef is open during mini season. |
Regular Florida Spiny Lobster Season Rules
The regular recreational spiny lobster season opens August 6 and runs through March 31. During regular season, the statewide daily recreational bag limit is 6 lobster per person.
Open season
Regular season runs from August 6 through March 31. Outside the open season, do not harvest lobster.
Daily bag limit
Regular season daily recreational bag limit is 6 lobster per person in Florida waters.
Size rule still applies
The carapace must be larger than 3 inches, and the lobster must be measured in the water.
Florida Spiny Lobster Permit Cost and Best Buying Choice
The lobster permit itself is inexpensive, but it usually sits on top of a saltwater fishing license. Build your real cost before checkout, especially if Go Outdoors shows a package with a hard card or donation.
| Product | Official planning cost | Who should consider it |
|---|---|---|
| Annual Spiny Lobster Permit | $5.00 | Most recreational lobster harvesters who need a lobster permit for the year. |
| Five-Year Spiny Lobster Permit | $25.00 | Florida residents who lobster regularly and want fewer renewals. |
| Annual Resident Saltwater License | $17.00 | Florida residents who need saltwater privileges before adding the lobster permit. |
| Annual Nonresident Saltwater License | $47.00 | Visitors who will fish or lobster multiple times during the year. |
| Nonresident 3-Day Saltwater License | $17.00 | Short tourist trips when the purchase channel and start date work for your plan. |
| Nonresident 7-Day Saltwater License | $30.00 | Visitors fishing or lobstering across a vacation week. |
| Resident Gold Sportsman | $100 annual / $494 five-year | Residents who also want hunting, freshwater, saltwater and major permits bundled. |
| Resident Military Gold Sportsman | $20 annual for eligible verified residents | Florida resident active-duty or retired military members who qualify. |
| Lobster Combo package | Displayed in Go Outdoors cart | Convenient only if the package items match your trip. Compare with exact individual products. |
How to Measure Spiny Lobster Legally
The legal measurement is the carapace length, and it must be greater than 3 inches. FWC requires lobster to be measured in the water, and you must possess and use a measuring device at all times while harvesting.
Measure in the water
Do not bring short lobster onto the boat “to check later.” Measure before it leaves the water.
Greater than 3 inches
The carapace must be larger than 3 inches, not exactly 3 inches.
Carry the gauge
Have the measuring device with you and use it. A gauge left in the car does not help on the water.
Bag Limits, Possession Limits and Group Math
Bag limits are individual limits for properly licensed or exempt active harvesters. Do not count sleeping passengers, children who are not harvesting, spectators, unlicensed friends or someone who only came for the boat ride.
| Season / place | Daily bag limit | Possession warning |
|---|---|---|
| 2026 sport season: Monroe County and Biscayne National Park | 6 per active harvester per day | On-water possession equals daily bag limit. Off-water possession is daily limit on day 1 and double daily limit on day 2. |
| 2026 sport season: rest of Florida | 12 per active harvester per day | Do not bring rest-of-Florida math into Monroe or Biscayne. |
| Regular season statewide | 6 per active harvester per day | Regular season does not use the 12-per-person sport-season number. |
| Boat with mixed participants | Only active legal harvesters count | Bystanders and unlicensed people do not add bag limit. |
Where Florida Lobster Harvest Is Prohibited
A valid permit does not open every reef, park or sanctuary. Closed areas are one of the biggest risk points in the Florida Keys and Biscayne region.
Closed during sport season
John Pennekamp Coral Reef State Park is closed to lobster harvest during the sport season.
Closed at all times
Everglades National Park, Dry Tortugas National Park, no-take areas in the Florida Keys National Marine Sanctuary, Biscayne Bay/Card Sound Lobster Sanctuary and certain Biscayne reef protection areas are listed as prohibited areas.
Keys no-take zones
Sanctuary Preservation Areas, Ecological Reserves and Special-use Research Only Areas are closed year-round for harvest.
Florida Keys and Monroe County Lobster Rules
The Keys are the highest-interest lobster area and also the easiest place to misunderstand local restrictions. Mini-season crowds, sanctuary areas, night-diving rules, boat traffic and shoreline rules all matter.
- Monroe sport-season bag limit: 6 per person per day, not 12.
- Night diving: prohibited in Monroe County during the two-day sport season.
- Residential/commercial shoreline rule: Keys guidance says no snorkeling or diving within 300 feet of residential or commercial shoreline during lobster seasons, including canals and marinas.
- Sanctuary areas: no-take zones and sanctuary rules can close areas that look harvestable on a casual map.
- Local timing rules: Marathon, Key Colony Beach, Key West and unincorporated Monroe County can have local timing restrictions around mini season and regular season opening.
- Boat ramp pressure: arrive early and expect enforcement, congestion, limited parking and heavy diver traffic during mini season.
- Lights and neighbors: if bully netting, keep lights directed at the water and avoid shining lights at houses or people.
Allowed Gear, Illegal Gear and Handling Rules
Florida lobster rules are not just about dates and permits. The way you take and handle lobster matters. If the device can puncture, penetrate or crush the shell or flesh, do not use it for lobster harvest.
| Topic | Rule | Practical meaning |
|---|---|---|
| Measuring device | Required at all times and used in the water | Every active harvester should be able to measure before possession. |
| Recreational traps | Prohibited | Do not use recreational lobster traps. |
| Spear / puncture / crush devices | Prohibited for lobster | No spearing, gigging, hook-puncturing, crushing or shell-penetrating devices. |
| Whole condition | Lobster must be landed whole | Do not separate tails from bodies in state waters. |
| Egg-bearing lobster | Harvest or possession prohibited | Release egg-bearing lobster immediately and carefully. |
| Bully net | Allowed within gear limits | Keep lights considerate and review local area rules before night harvest. |
How to Buy the Florida Lobster Permit Online
Go Outdoors Florida is the official online system. You can also buy through official FWC purchase methods such as the Fish|Hunt FL app, phone sales, tax collector offices and license agents when available.
Start from the official portal
Open Go Outdoors Florida. Avoid lookalike pages that charge extra for forms or make the permit seem more complicated than it is.
Confirm residency and saltwater license
Choose resident or nonresident correctly, then make sure your saltwater fishing license is active unless an official exemption covers you.
Add the spiny lobster permit
Choose the annual lobster permit or, for Florida residents, the five-year lobster permit if it fits your plans.
Compare package vs exact cart
If a Lobster Combo appears, compare the items against what you actually need. Do not buy a hard card or donation by accident.
Check the effective date
Make sure the license and permit are effective before your first harvest day, especially for mini season.
Save proof in two places
Save the digital proof and a screenshot. A wet phone or weak cell signal is common at ramps, boats and marinas.
Visitor and Nonresident Lobster Permit Notes
Visitors age 16 or older generally need Florida licenses and permits for saltwater activities. A license from another state does not replace Florida privileges, and a National Saltwater Angler Registry listing does not remove Florida license requirements.
Short trip
Tourists often pair a nonresident 3-day or 7-day saltwater license with the annual lobster permit. Confirm the buying channel before travel.
Keys weekend warning
If you need in-person help or short-term visitor products, do not wait until a weekend in Monroe County. Check before arrival.
Charter question
Ask the operator whether you personally need lobster privileges for the exact trip. Do not assume every vessel license covers every lobster activity.
Mini-Season Trip Plan: What to Do Before You Leave
Mini season is not the day to improvise. Use this checklist before leaving the house, hotel or marina.
- Confirm every active harvester has saltwater license proof and the lobster permit unless officially exempt.
- Confirm the harvest area is open, not a sanctuary, no-take area, national park closure or local restricted area.
- Bring a measuring device for every active harvester and practice measuring the carapace.
- Review the correct bag limit for your county, park or sanctuary area before entering the water.
- Use a proper divers-down flag and review distance/idle-speed rules with the boat operator.
- Bring water, sun protection, first aid, legal lights, communication backup and a cooler plan.
- Know where you will land, store and count lobster after the trip.
- Do not mix legal lobster with someone else’s catch without knowing possession rules.
Diver-Down Flag and Boating Safety
FWC reminds lobster divers to stay close to a properly displayed divers-down flag or device, and boaters near those flags must slow to idle speed. This matters heavily in mini season because traffic is crowded and many divers are in shallow water.
Open water
Divers should stay within 300 feet of the properly displayed divers-down flag or device in open water.
Inlets and channels
Divers should stay within 100 feet near an inlet or navigation channel.
Coral and wildlife care
Avoid standing on coral, damaging habitat or disturbing marine life while chasing lobster.
2026 Lionfish Challenge Coin and Extra Lobster Note
FWC lists a 2026 Lionfish Challenge incentive that can allow qualifying Tier 1 harvesters with the commemorative 2026 Challenge Coin in possession to retain 1 extra spiny lobster each day during the 2026 sport season. Only one coin may be used per harvester, and old coins do not count for 2026.
Official 2026 Saltwater Regulation PDF Details
The 2026 saltwater regulation PDF supports the live FWC rules but also warns that the Florida Administrative Code is the final authority. Use the PDF for planning, then check the live FWC lobster page before harvesting.
PDF confirms 2026 dates
The PDF lists sport season open July 29–30, 2026, and regular season open August 6 through March 31.
PDF confirms permit costs
The PDF lists annual spiny lobster permit at $5 and five-year spiny lobster permit at $25 for Florida residents only.
